Department of Defense

All DoD Directives and Instructions are available at http://www.dtic.mil/whs/directives/

The main DoD discharge regulation, DoD Directive 1332.14 is available as a 328 kb adobe acrobat file.

Department of Defense Directives and Instructions can be ordered from the National Technical Information Service (NTIS), 5285 Port Royal Road, Springfield, VA 22161, (703) 487-4684, fax (703) 321-8547, or email info@ntis.fedworld.gov.

A few military regulations are also published in the Code of Federal Regulations. In particular, DoD Directive 1332.14, Enlisted Administrative Separations, is available at 32 CFR §40 and DoD Directive 1300.6, Conscientious Objectors, is available at 32 CFR §75.

The 2005 Manual for Courts-Martial is available here as a .pdf file.  According to the Military Law Task Force, this update includes all of the materials from the 2002 edition. It's also available from the Army Electronic Library  under Miscellaneous, Army Directives

Army

Army regulations are available at www.army.mil/usapa/epubs/index.html.
The main Army discharge regulation, AR 635-200, can be downloaded as a 443 kb adobe acrobat file.

The Army Electronic Library CD ROM contains a growing number of Army Regulations, as well as the Manual for Courts-Martial. It costs approximately $65, but all the regulations on the CD are available online.

Army Regulations can be ordered from the National Technical Information Service (NTIS), 5285 Port Royal Road, Springfield, VA 22161, (703) 487-4684, fax (703) 321-8547, or email info@ntis.fedworld.gov.

The NTIS also maintains a database of Army publications with price and ordering information at www.ntis.gov/databases/armypub.htm.

Navy

The main Navy discharge regulation, MILPERSMAN, is available as a 6.6 mb adobe acrobat file.
OPNAV and SECNAV Instructions are available at the Navy Electronic Directives System.
BUPERS Instructions in addition to MILPERSMAN are available at the Bureau of Naval Personnel Page.

MILPERSMAN is also available with several other BUPERS Instructions on CD ROM. The BUPERS CD ROM must be ordered directly from NACTAMSLANT Commanding Officer, Attn. CD ROM Team, 9625 Moffett Ave., Norfolk, VA 23511-2784. For ordering and price information (about $50), contact Vivian Bittler at (804) 445-9192 or Christine Kirk at (703) 614-3613.

Navy instructions are available from NTIS but are generally cheaper if ordered directly from Naval Publications and Forms Directorate (NPFD) ASO/NAVICP, Code 0862 Attn. Mail Room, 700 Robbins Ave., Philadelphia, PA 19111, (215) 697-4374, -3217, or -5626.

Marine Corps

Marine publications available for public distributions can be viewed at www.usmc.mil/directiv.nsf/web+orders.
The main discharge regulation, MARCORSEPMAN, is available here.

Marine Corps publications are available directly from Marine Corps Publications, Code AREB, Headquarters USMC, 2 Navy Annex, Washington, DC 20380-1775, (703) 614-1712, or fax (703) 614-1463. The Marines will not charge for publications where a request cites the Freedom of Information Act (FOIA) and stipulates that free or low-cost counseling services are being provided. Address such requests to Commandant, Marine Corps, Code ARAD (FOIA Office), 2 Navy Annex, Washington, DC 20380-1775, (703) 614-4008, fax (703) 697-7737.

Air Force

The main Air Force discharge regulation, AFI 36-3208, is available as an 8.1 mb adobe acrobat file.
All Air Force publications are available in adobe acrobat format at www.e-publishing.af.mil/

Air Force publications can also be ordered from NTIS. (The Air Force also publishes a CD ROM of regulations, "Air Force Electronic Publishing Library." However, the Air Force has not made the CD available for sale to the public.)

Coast Guard

Many Coast Guard regulations are available on the Web at http://www.uscg.mil/ccs/cit/cim/cim.htm, including COMDTINST M1000.6, Personnel Manual.

Coast Guard publications may be requested directly from Commandant (G-TPS-3), US Coast Guard, 2100 2nd Street SW, Washington, DC 20593, (202) 267-1086. Similar to the Marines, the Coast Guard may not charge for its regulations if the request cites the FOIA.

The Coast Guard maintains a CD ROM of regulations that can also be ordered at the above address.

Indexes

Every Service maintains an index of their regulations, which may be updated quarterly, semi-annually, or annually. These indexes can be ordered just like regulations.

The Department of Defense issues the DoD Directives System Annual Index. This index is available at http://www.dtic.mil/whs/directives.

The Army issues a Consolidated Index of Army Publications and Blank Forms (DA Pam 25-30). The index is published on CD ROM only, as part of the Army Electronic Library.

The Navy issues the Directive Issuance System: Consolidated Subject Index (DPS INST 5215.1).

The Marines issue a Catalog of Publications (NAVMC 2761).

The Air Force issues a Numerical Index of Standard and Recurring Air Force Publications, Air Force Index 2 (AFIND 2). This index is available as an adobe acrobat file at www.e-publishing.af.mil/pubfiles/af/in/afind2/afind2.pdf.

The Coast Guard publishes a Directives, Publications and Reports Index (COMDTNOTE 5600).
